Society can be politically structured, provided the majoritarian election system is introduced, the parties being authorized to nominate their candidates in every constituency.

 

Volodymyr Lytvyn, Chairman of the Verkhovna Rada of Ukraine, made the foregoing statement in the interview to the Internet newspaper "Versii."  

 

According to the Head of the Parliament, "we made haste, having implemented the proportional election system for the benefit of particular politicians." "Party structuring should be bottom-up, not top-down. However, people had their choices dictated to them by means of bribery, vendible TV programs and political technologies," he admitted.  

 

V.Lytvyn reminded that under the Constitution, no ideology can be compulsory, while people have the right to vote and to be elected, being non-affiliated with any party.  

 

According to the Chairman of the Verkhovna Rada of Ukraine, the majoritarian system should be introduced with a compromise for the parties to keep their right to nominate the deputies. "In this case, natural political structuring will take place, the authorities will rotate, and the uncalled political parties will disappear," he stated.

 

V.Lytvyn is against the idea of raising the electoral threshold, as "the moods of small groups of population should be considered." "Moreover, introduction of a low threshold (1%) will facilitate natural selection of the parties. If the party gets 2,95% of votes with the three-per-cent threshold, it will naturally pretend for the places in the parliament at the next elections as well. However, if it gets less than 1%, it means the end of its political future," he stated.
